The Board of Foreign Missions of the United Lutheran Church in America (See ULCA 19 Administrative History) divided the oversight of its mission work among several secretaries. Paul P. Anspach was called as Secretary for Malaya and China in 1953. His title soon changed to Secretary for Malaya and Hong Kong. In 1958 he began teaching in the School of Missions, and Warren C.
